As a master criminal and information broker, the Penguin’s car is naturally equipped with a number of “special features:”  Bullet-proof armor and glass, tire slashers, oil slicks, smokescreens, and maybe some hidden guns.  The glass is tinted of course, to keep out prying eyes.  It can’t keep up with the Batmobile, of course, but it has enough tricks to keep the GCPD off of his trail.  Later, he can explain away his oil slicks and smokescreens by saying, “Well, officer, you know how old antique cars can be. . .”
   
It’s the perfect car for the Penguin.  Impressive, luxurious, and ostentatious.  Ideal for the successful businessman or the aspiring mayoral candidate who enjoys the finer things in life.  Plus, he has room in the back to enjoy champagne, to conduct business transactions, or to share the space with his curvaceous henchwomen.
 
It kind of makes me wonder what the Riddler’s car might look like. . .
